Florescent bulbs are now classified as universal waste, and
are not included in your overall waste generating limits.
However, bulbs and ballast's are still regulated and require
special handling for proper disposal.

you have shipped the hazardous waste off your site and it is no
longer in your possession, your liability has not ended. You are
potentially liable for any mismanagement of your hazardous waste.
You, as a generator, are responsible for maintaining the required
disposal manifest records as part of your Waste Management Plan.
